HB 93 Moves Forward to House Judiciary

Our open primaries bill sponsored by Rep. Daymon Ely and expertly supported by Reps. Natalie Figueroa and Joy Garrett, as well as our Secretary of State Maggie Toulouse Oliver, has made it through two committees. This is further than it has ever gone!

Next is House Judiciary, which will be tough but possible. We think if we can get it through Judiciary that it will pass the full House and stands a good shot in the Senate. We are very excited that Chairwoman of Judiciary, Rep. Gail Chasey, voted for HB93 in the House Elections committee. This is the first time she has voted for an open primaries bill.

So far, no Republicans have voted for the bill, so if you have contacts with them, that would be really important. Also, three Democrats on House Judiciary have voted against the bill in previous sessions-Reps Mathew McQueen, Eliseo Alcon and Speaker Brian Egolf.

HB93 is not yet scheduled, but should be heard very soon. We will email you again as soon as we are made aware of the hearing in hope that you will attend and raise your hand in support. Your live presence is an important element of this process.

PLEASE CALL, WRITE AND SHOW UP in committee when it is scheduled! It will make a big difference when our legislators hear from regular voters and not lobbyists! Reach out now!

Remember, 41 states already have open primaries. Let’s not be the last to adopt this important voter engagement tool. More voters mean a stronger mandate and a more accountable government listening to everyone.

HB93 passed through House Elections 5-3

Thanks so much to Rep. Ely for a really outstanding defense of the bill. We appreciate Rep. Figueroa and Rep. Garrett as well as our SOS communicating such persuasive testimony.

Next up is House Judiciary Committee.

Success!

We moved HB93 through the first hearing in House Consumer and Public Affairs! On a 3-2 partisan vote, supported by the Democrats, our bill moves on to the House State Government, Elections & Indian Affairs Committee. We hope to attract Republican support in the coming hearings. This is a non-partisan bill that benefits New Mexico, not a political party.

Here is the ABQ Journal’s coverage.

We do not know when the bill will be heard, but soon we hope. There will be a companion Senate bill introduced today.

Also, the County Clerk's Association is standing against open primaries. Please call your county clerk and ask them to tell their association to support HB93. They are saying it would be too hard to administer, but 41 states that have open primaries do it just fine and we know our clerks are as smart as election officials in other states.

Thank you to sponsors Reps. Daymon Ely and Natalie Figueroa. Thank you to Blair Dunn, Kathleen Burke, Bob Perls, Heather Nordquist and Steve Cabeides, all NMOP Board members or advisors, for attending the Santa Fe hearings as well as many of our fellow election reform advocates.

Stay tuned.

NMOP’s Open Primaries bill is being heard tomorrow, January 29-please support it!

HB93, our semi-open primary bill, is being heard tomorrow in House Consumer and Public Affairs, at 1:30 am in room 317. It is last on the agenda, so could be heard around 3 pm or later.

Please call or e-mail the members of House Consumer and Public Affairs today and voice your support to allow DTS, independent and minor party voters to choose a primary ballot. This does not allow Republicans to vote in a Democratic primary or vice-versa.
